	I think the existence of this droid in ESB is evidence more of the general use of assassin droids thru the galaxy and not a recent, failed, Imperial experiment.  My guess would be that anybody with enough money and clout could use one.  Whether IG88 is owned and operated by someone (a for-profit organiztion or the empire itself?) or self-controlled should be the real EU story.  2001
