Imperial EV Series Droid

It occurred to me that this if this droid actually appeared in ROTJ then it probably had arms.  The picture everyone is familiar with was probably taken during construction or at some stage of storage or shipping (before or after).  I could be wrong.  New version (with a better, more accurate head) March 2005

I'm assuming this character was cut or too far in the background to actually see.  1st Version 1999
